How S’pore firms can fix declining workplace productivity & engagement

Singapore’s workforce is facing a challenge: according to Gallup’s State of the Global Workplace 2024 report, only 14% of employees in Singapore are engaged at work—well below the global average of 25%. 

At the same time, data from the Ministry of Manpower shows that labour productivity fell by 3.5% year-on-year in Dec 2024.

Developed by the National Centre of Excellence for Workplace Learning Led by Nanyang Polytechnic (NACE Led by NYP) and SkillsFuture Singapore, Chrysalis provides enterprises with ready-to-use On-the-Job-Training (OJT) blueprints and workplace learning toolkits, making it easy to close engagement and productivity gaps without overloading small HR teams.

Making workplace learning accessible

Launched in Aug 2025, Chrysalis is designed to make workplace learning accessible for all enterprises, from SMEs to large organisations across all sectors.

Through the platform, enterprises will be able to access detailed OJT blueprints for common roles across sectors, including HR executives, sales and marketing staff, and F&B or retail supervisors.

To better support industries with a more Mandarin-speaking workforce, Chrysalis has also introduced two OJT blueprints in Mandarin for the Progressive Wage Model (PWM) sectors in Retail and Food Services. These have been validated by companies in both sectors to ensure the content is relevant, practical, and helpful for workplace application.

In addition, the platform includes a Learning Needs Analysis (LNA) Playbook, which helps enterprises identify skills gaps and prioritise learning initiatives aligned with business objectives

Chrysalis provides four key LNA tools—a Playbook, Action Plan, Focus Group Discussion Plan, and Questions Bank—to guide enterprises through the process.

To ensure the learning plans are well-structured and aligned with business goals, access to some resources like the Focus Group Discussion Plan and Questions Bank is granted only after companies submit their LNA Action Plan for review by NACE Led by NYP. 

Once approved, organisations can unlock these additional toolkits to refine their workplace learning strategies.

Creating a full-fledged ecosystem

These are only the start of Chrysalis’s offerings. 

By 2027, the platform will evolve into a full-fledged workplace learning ecosystem—spanning more than 20 industry sectors and enriched with AI-driven diagnostic tools, micro-learning content, and over 100 sector-specific OJT blueprints. 

This next phase aims to help enterprises continuously upskill their workforce, cultivate a learning culture, and ultimately raise engagement and productivity across Singapore’s workplaces.
